Malaysia-China Relations: People-to-people Connectivity Is the Key

On May 9, 2018, Malaysia's 14th general election poll, the opposition party named Alliance of Hope won the election and secured the state's ruling power. As a matter of fact, this change has an impact on Malaysia's internal affairs and foreign policy.
 
Whether it has an impact on the relations between Malaysia and China, it is a matter that concerns to people from all walks of life in two countries. From August 17 to 21, Malaysia’s new prime minister Mahathir launched his first official visit to China after his inauguration. When Mahathir met China President Xi Jinping, Mahathir indicated that the visit to China was an important move by the new Malaysian government and was intended to show the Chinese government and the Chinese people that Malaysia's friendly policy toward China will remain unchanged. President Xi Jinping welcomed Mahathir's visit to China. He appreciated the good gesture from the new Malaysian government and from Mahathir of highly valued the great importance to China-Malaysia relations. He also appreciated that Mahathir has regarded China as an opportunity for development and supports the Belt and Road Initiative. He further appreciated Mahathir's important contribution in promoting regional cooperation in Asia. 
 
Two countries signed memorandums of cooperation related to some new areas and jointly issued a joint communique between the People's Republic of China and the Malaysian government. The communiquehas revealed that bilateral relations between Malaysia and China will continue to be in good shape, although some adjustments are needed.
 
The ability to maintain good bilateral relations is based on the commonality of the two sides in the past half century. In 2013, President Xi Jinping proposed the Belt and Road Initiative and strengthened the five links, namely policy communication, road connectivity, smooth flow of goods, currency circulation and people-to-people connectivity.
 
In Malaysia, there are Chinese state-owned enterprises, private enterprises, some official and non-governmental organizations, and individuals, to varying degrees, doing social activities that help the people.
 
In June 2018, during Ramadan in Malaysia, Chinese enterprises successively held Ramadan charity events at various locations and with local institutions, such as Industrial And Commercial Bank Of China (Malaysia) Berhad cooperated with the National Blood Bank of Malaysia to organize a “Give a pint of blood, save three lives" blood donation activities; China Railway Construction Malaysia Company and Kuala Lumpur M101 Ferris Wheel project owners organized staff to provide free porridge for Muslims outside the Kuala Lumpur mosque; China Harbour Malaysia Company held a Iftar dinner and invited children and teachers from the Muslim orphanage to celebrate the festival; China Power Construction Group held an Eid al-Fitr dinner in Bintulu to spend a happy night with the local Muslim residents; China COSCO Shipping Malaysia donated sports equipment and 30 computer equipment to Malaysian public elementary schools, built the "Panda Captain Computer Room" for the school, etc., all of which are social efforts that builds people-to-people connectivity. 
 
The non-governmental organizations and associations of the two countries are also actively engaged in "folk diplomacy." Persatuan Usahawan China di Malaysia (PUCM) is one of those, of which had jointly undertaken the “Iron Charity Ride” with the Malay royal family – visiting the poor in the Malay village and providing the necessary assistance where needed most. PUCM believes that targeted activities and donations that are based on the specific needs of poor and disadvantaged groups can be organized more frequently and will be supported and acknowledged by the local communities.
 
Building people-to-people connectivity is not just about charity and aid, but in a sense, it is a kind of friendship which is built on equality, trust, mutual assistance and sincerity between individuals, communities, and enterprises, and even to a certain extent of "marital relationship”. One of the magazines articles is about the story of a transnational marriage entitled "My Transnational Marriage with Malay”. Transnational marriages need to overcome many obstacles, from unfamiliar and distrust to acceptance of each other; from barriers in family culture and language communication to the trust and support of transcending language; from a test of a Chinese girl on determination of a Malay, they eventually built a happy family. Transnational marriage is a good example of people-to-people connectivity. From knowing each other till loving each other, the changing process reveals the fine quality and attitudes of the parties, including equality, trust, tolerance, understanding, sincerity where these can also be applicable in the interactions between the state, enterprises, associations, individuals and the people in the host country.
 
In 2018, President Xi Jinping advocated the "One Belt, One Road" for the fifth year. From going abroad, encountering difficulties and resolving difficulties, it is a virtuous cycle for the country and every Chinese enterprise involved, and people-to-people connectivity is the key of solving the problems arise.

马中关系---民心相通是基础

201859日,马来西亚第14届大选投票日,结果在野党联盟希望联盟取得大选的胜利,获得国家的执政权,而这一改变,对马来西亚的内政与外交都产生影响。
 
而是否对马中关系产生影响,是两国各界人士密切关注的问题。201881721日,马来西亚新任首相,政治强人马哈迪展开他在任后的首次访华行程。马哈迪在与中国国家主席习近平会面时,马哈迪表示,这次访华行程是马来西亚新政府的重要举措,意在向中国政府和中国人民表明,马来西亚对华友好政策不会改变。而习近平主席也欢迎马哈迪访华,赞赏马来西亚新政府和马哈迪本人高度重视中马关系,赞赏马哈迪多次表示视中国为发展机遇并支持“一带一路”倡议,也赞赏马哈迪为推动亚洲区域合作作出的重要贡献。
 
双方在一些新的领域签署了合作备忘录,并共同发表了中华人民共和国和马来西亚政府的联合声明,声明内容也透露出,马中双边关系继续维持良好状态,虽然目前需要一些调整。
 
能够维持良好双边关系,也是源于过去近半个世纪马中双边的民心相通作为基础。2013年,习近平主席提出“一带一路”倡议,并加强五通,即政策沟通、道路联通、贸易畅通、货币流通以及民心相通。
 
在马来西亚,有中国国企,民企,一些官方及民间社团,及个人,不同程度的在做着有助于民心相通的社会活动。
 
20186月,在马来西亚的斋月期间,中资企业陆续在不同地点不同时间,与当地一些机构举办斋月慈善活动,如中国工商银行马来西亚有限公司,与马来西亚国家血库联手合作,组织开展“献一品脱血,拯救三个生命”无偿献血活动;中国铁建马来西亚公司联合吉隆坡M101摩天轮项目业主在吉隆坡清真寺外组织员工为穆斯林群众免费送粥活动;中国港湾马来西亚公司在吉隆坡高架桥项目举办了开斋晚宴,邀请了穆斯林孤儿院的孩子和老师们共庆佳节,为孩子们递送温暖;中国电建集团在东马民都鲁举办开斋节晚宴,与当地穆斯林居民共度欢愉和谐的夜晚;中国中远海运马来西亚赠送运动设备及30台电脑器材给马来西亚公立小学,为该校建设了熊猫船长电脑室等等,都是构建民心相通的社会实践。
 
而联系两国的民间组织与社团也积极的从事着“民间外交”。马来西亚中国企业家联合会就是其中之一,联合会联合马来皇室一起举办铁骑义举”-在马来乡村挨家挨户探望贫困人士并根据需要提供必要的援助。联合会认为根据贫困和弱势群体的具体需求针对性开展一些活动和捐赠,可以更多、更好、更长久地获得当地社会的认可与支持。
 
构建民心相通,不仅仅是慈善与援助,在某种意义上更多的是两国民众个体间,社团间,企业间,建立一种平等,信任,互助,真诚的友谊关系,甚至是一种“婚姻”关系。这期杂志其中有一篇是关于跨国婚姻的故事《我和马来人的跨国婚姻》,跨国婚姻需要克服很多障碍,从彼此的陌生不信任,到以诚相待心心相印的悦纳;从家里人文化语言沟通的障碍,到超越语言的信任与支持;从中国女孩的试探到马来男孩的坚持,最终他们结合了幸福的小家。跨国婚姻是最亲密的民心相通,两个人从相识相知相爱这个曲折的过程,所透漏出来双方对待彼此的态度具有的品质以及做出的行为,其包括平等,信任,包容,谅解,真城,这些因素同样也试用于国家,企业,社团,个人与所在国的民众产生的互动中。
2018年是习近平主席倡导“一带一路”的第五年,从走出来,遇到困难,再解决困难,是国家以及涉及到的每一个中国企业,个人遇到的良性循环,而民心相通始终是解决问题的根本所在。
